that LED is very finicky. it somehow software controlled and it may not work when uconsole is powered off. I wouldn’t panic about it.
my wild guess there is something wrong with image itself. try to follow instruction like this, but DO NOT APPLY ANY CUSTOM SETTINGS
have you tried trixie? as you have cm4 it should work with any sd card and you do not need to update eeprom.
