Is U12 supposed to be missing?

I’ve just received my clockworkpi / GameShell kit - hooray!

While assembling the unit, I noticed that the main CPU board is missing U12 entirely. Is this intentional? Will my unit even power up correctly? This is the chip that is under the “clockwork” silkscreening on the clear plastic portion, just below the ON/OFF switch.

I see solder paste on all of the pads + central pad, but no IC.

Its the HDMI chip, it was planned but not added in the end.
