after setting regional things,
restart button shows up and then repeat same thing again and again.

These “regional settings” did you apply them when you flashed? Don’t apply any custom setting when flashing the OS, it will break the install.
Do i need to flash it? I just put it in the slot and boot. I didnt do any flash things. I thought it comes with factory os. If i am wrong pls let me know!

oh, you were using the stock distro. I was thinking you applied WiFi and regional setting when you flashed the distro to a sd using Raspberry Pi Imager.
Then can i use regular pi image with uconsole?
no, you have to use a image with the drivers for the display and stuff. you can use one of the stock images or a community made distro but not just any distro for the Pi.
Here’s a list of most the community distros.
